Students speaks up against school encroachment
ITANAGAR, May 26: Adi Students’ Union (AdiSU) has complained that the some people are illegally occupying and erecting temporary and permanent structure by encroaching land meant for schools in East Siang District.
They cited the example of Govt. Middle School, Paglek where the entire play ground is under occupation of illegal encroachers, hampering the future expansion of the school. It requested the authorities to take up the subject seriously and launch the eviction process against the illegal encroachers before commencement of the school session which starts on 10th June, 2015.
Society opposed to firing range
ITANAGAR, May 26: The Darw Dolu Welfare Society is opposed to the Army firing range and Indian Air Force firing range at Kome Loo, Meku and Liroko areas in West Siang district. It wrote a letter to the chief secretary in this regard.
The society claimed that the agreement for land acquisition of the firing range was done in secrecy without the knowledge of the villagers area is under the domain of Darw village and said that the villagers collect charges from people using the area land for collecting forest produces, boulders and gravels.

Fund misappropriation alleged
ITANAGAR, May 26: The All Arunachal Commerce Student's Association (AACSA) has lodged a complaint against the Finance & Account Officer and his subordinate staffs of Art & Culture department for alleged fund misappropriations under different schemes and violation of Govt guidelines.
In a complaint letter to the Chief Secretary, the AASCA alleged that the FAO of the Art and Culture department instead of depositing the funds, meant for celebration of various local festivals, to the respective accounts of DRCs and DCs, issued the same to "any individual" who claimed it.
The association claimed that a draft amount of Rs 11 lakhs, Rs 4 lakhs, and Rs 83000, supposed to be deposited to the accounts of DC Tezu, Kurung Kumey and DRC Guwahati respectively was "misplaced" by FAO because he handed the drafts to some individuals.
The Association further alleged that an amount of Rs 20 lakhs was "completely misused" which was meant for celebration of Bhakti Festival, and though the celebration took place but none of the participants were given their allowance till date whereas the account for the same is "nil".
It gave 25 days time to the authority concerned to take action against the wrong doers and demanded termination of officers involved in the financial misappropriation. It further threatened to take the path of agitation if their demand was not addressed.
GSU appeals to CM to help lifter Kojum
ITANAGAR, May 26: Galo Students Union (GSU) has appealed to the Chief Minister to extend financial assistance to state’s promising weightlifter Kojum Taba, who is leaving for Poland on June 3 to participate in the World Junior Weightlifting Championship.
Kojum was recently selected by Indian Weightlifting Federation to represent country at the world championship to be held from June 4 to 14 next.
But the weightlifter from Regi village in West Siang district, like many other sportspersons in the state, has been facing problems while undergoing training and representing the nation and the state at various national level and international tournaments due to his poor economic background, said GSU in its representation to the Chief Minister.
The budding weightlifter is facing mental stress and agony due to lack of support from the Govt. of Arunachal Pradesh which will prove to be a deterrent in the growth of sports in the state,” said the letter to the CM and appealed him to encourage Kojum by providing some financial assistance enabling him to participate in the world championship so that he can bring win more glory for the state and the country as well.
One of the country’s best medal prospects for 2016 Olympics, Kojum has many a medals to his credit. He clinched a Gold and Silver medal at Senior National Weightlifting Championship held in Rajasthan this year. He broke his own national record at Guwahati in 2014 by lifting 169kgs. At International level, he won gold medal in Commonwealth Youth Championship held in Apia Samoa in 2012, a Silver and Bronze medals at Junior Asian Weightlifting Championship held in Thailand in 2014. He was ranked 7th at Junior World Weightlifting Championship, Russia in 2014.
At national and regional competitions, Kojum won gold medals in NE Games held in Manipur and Arunachal Pradesh in 2013 and 2014 respectively.

Around 9.30 PM at Aalo Club, the team found a shop opened way beyond the stipulated time. Two IRBn boys namely (Ct.) Aman Longling and Ct. John Tawe were drinking wine. Town magistrate Bagra ordered for the closure of shop. The boys got agitated with this move and started challenging the team,” said SP West Siang. Further he continued that, “They called up their colleagues and soon all the members of C Company (5th IRBn) to which they belonged joined them. They not only assaulted the Town Magistrate, they also severely beat up the 5 jawans who were accompanying him. The victim jawans are also from 5th IRBn and is part of B Company currently based at Aalo. Of them, Ct. CS Khen and Ct. KM Megeji received serious injury”. BJP move Anti Arunachal, Anti People and Anti Development, says Govt
ITANAGAR, May 26: While taking “serious exception to the unsubstantiated allegations” levelled by the 11 BJP MLAs led by Leader of Opposition Tamiyo Taga on misuse and misappropriation of centrally sponsored development fund under NLCPR and NEC under ministry of DONER, the state govt has termed the move as Anti Arunachal, Anti People and Anti Development.
BJP legislators will be solely responsible if the people and development of Arunachal Pradesh suffer on account of such baseless and unsubstantiated allegations architectured to discredit the brand Arunachal to gain petty political mileage.
The unsubstantiated allegations that the entire funds under NLCPR and NEC were embezzled by the BJP legislators without giving any project specific instances to support their claim reveals the ill intention to deprive the State of the much needed development fund and will also demoralise the hard working bureaucrats and technocrats, said govt spokesperson Bamang Felix.
The Government will not hesitate to institute SIC/SIT enquiry on any specific projects where allegations are found to be true and if anybody or any agency found guilty will be taken to task. But the Govt shall not entertain any roving or fishing nature of allegations, the statement added.
The Ministry of DONER sends monitoring teams to inspect projects under NLCPR and NEC from time to time and on their satisfaction funds are released. The State Govt has not only always welcomed such inspections but also provides logistic support to such visiting officials. It is reiterated that the Govt will welcome such inspections in future as well and encourages transparency in the larger interest of development in the State, the government spokesperson added.
APCC lambasts BJP MLAs for running to Centre
ITANAGAR, May 26: Arunachal Pradesh Congress Committee (APCC) has questioned the logic behind the complaint lodged by the BJP MLAs from Arunachal Pradesh that Rs 900 crore has been mismanaged or siphoned off by the state government.
“It is an established fact and practise that every scheme sanctioned under NLCPR and NEC is monitored, cross checked by a third party monitoring team over and above the officials of DoNER and NEC. Under such circumstances, how can huge government fund be simply siphoned off without doing any work, the APCC said in a press statement.
The BJP MLAs are speaking the same language as the PM Modi had spoken in foreign soil; that a year back many Indians felt that it was a curse to be born in India. The BJP MLAs are downgrading their own people in Delhi, just to get few favours from Union Ministers, the APCC said.
The BJP MLAs and state BJP leaders should question their bosses in Delhi why Arunachal should not continue to be a special category state, the party further said.
The party further wanted to know why the PMGSY fund flow to state should not be equivalent to the amount sanctioned and why centre government has not yet released fund from the NITI Aayog.
The party said that whoever comes to power, the financial status will continue to be same.

Recommendation has been made to CBSE and UGC to work in this direction and the process has already started," he said.
"The Union cabinet recently approved creation of two new battalion of NDRF in addition to the existing 10 in the country. The two battalions comprising 1,200 personnel each, will have their headquarters in Arunachal Pradesh and Varanasi respectively," Rijiju said.

Referring to various infrastructure projects sanctioned by the Centre for Arunachal during one year, Rijiju said that Union Road Transport and Highways Minister Nitin Gadkari had recently laid the foundation of road projects worth Rs 6,000 crore in the state, besides giving approval for the industrial corridor road from Bhairab kund in Tawang to Ruksin in East Siang district.
"The union RD ministry has already relaxed the population criteria for Arunachal for implementation of the Prime Minister Gram Sadak Yojana (PMGSY) scheme, while an amount of Rs 3,000 crore has been allocated to the state under telecommunication sector," he said.
Rijiju said an amount of Rs 5,000 crore for Arunachal and Sikkim has been sanctioned for power transmission projects above 132 KV and survey for the project has already began.
In order to tap the sporting talents of the region, the Centre has already proposed to establish the North East Sports University at Imphal in Manipur, he said.
Moreover, to hone the talents of Arunachal Pradesh, the National Film and Television Institute had been approved for the state, works for which have already started.
"I want my people not to be dependent on others and accordingly opportunities have been provided," he added. PTI

AIMSU takes the lead, urges shopkeepers to maintain cleanliness

ROING, May 26: With all hopes of keeping the market area clean by the administration diminished, the All Idu Mishmi Students Union (AIMSU) has taken matters into their own hands and held a meeting with the shopkeepers regarding maintenance of cleanliness around the market area at the Rehko Hall here today.
All the shopkeepers have been directed to maintain a dustbin in front of their respective shop for proper disposal of garbage. "Each time we witness certain NGOs conducting cleanliness drives which is futile exercise without cooperation from the shopkeepers, that is why we decided that instead of conducting another cleanliness drive we should ask every shopkeeper to clean their own mess", said AIMSU General Secretary Eha Mili.
The Union informed that fine will be imposed if any shopkeeper fails to maintain cleanliness. Moreover, anybody found throwing anything into the drain will also be imposed penalty.
Attending the meeting, Bazaar Committee Chairman, Rajkumar Linggi appreciated the decision of the AIMSU and called upon the shopkeepers to maintain cleanliness.
The AIMSU also requested the shopkeepers to report any kind of extortion in the name of AIMSU by any person.
MLA reviews project implementation in Kurung Kumey

TEZU, May 26: The Army authorities based in Lohit have said that many civilian cross into their cantonment/ Brigade with fire arms and daos which create unnecessary disturbances.
The Army gave this information during a meeting with Civil Administration in a meeting held here today which was chaired by Deputy Commissioner Dr. B.M.Mishra.
The DC asked the Army to document all such entries and provide details to chalk out better mechanisms to prevent civilians to carry unlicensed arms while crossing into military camps.
The DC also requested the Army to communicate Standard Operating Procedure with regards to field firing exercise to prevent civilian casualties. It was also recommended by the DC that the Army convene a communication meeting with the concerned Gaon Burah of that particular area/ forest before field firing exercise for public safety and to prevent villagers from going to that particular area.

A conglomeration of associations, unions and civil societies spearheaded by JAC were compelled to launch democratic movement against the state government as it failed to release salary of employees, pension, students’ stipend, contractors’ bill etc. due to financial breakdown. Further, all developmental activities have come to a complete halt due to financial mismanagement which needs to be investigated immediately, said JAC in its memorandum to the Union Minister.
While informing about the charter of demands, including resignation of the Chief Minister, imposition of President’s Rule in the state and a CBI inquiry into the whole gamut of financial mismanagement, JAC urged Rijiju to use his influence to save the state from deep financial crisis.
It also urged Rijiju to ensure that the common people of the state must not suffer due to any ego clash or conflict between the Centre and state government.
Civic sense and awareness key to minimize waste: DC
ZIRO, May 26: A one day workshop on Municipal Solid Waste Management and handling was organised by State Pollution Control Board, Naharlagun today at Ziro.
Chairing the meeting Deputy Commissioner, Kanki Darang expressed hope that the workshop brings out desired results for effective waste disposal. Awareness and civic sense are the two basic requirements for cleanliness, he said and requested NGO members and the Bazaar Committee members present to be proactive and generate awareness amongst the common mass. He also noted that the biomedical waste is the most dangerous one and requested the medical representatives for effective and scientific disposal.
Arunachal Pradesh State Pollution Control Board, Member Secretary Nyilang Tam dealt in detail about the Acts and Provisions under the State Pollution Board. He also requested for timely submission of reports from the Urban Development department for onward submission to the National Pollution Control Board.

Time for redemption
The large scale illegal migration of Bangladeshi people into North East region has been cause of concern for the whole region since last many decades. The alarming rate of migration is changing the demography of entire region. Especially in states like Assam and Tripura the indigenous people are being outnumbered by the migrant population. The continuous migration of Bangladeshi citizens into NE states need to be checked before it’s too late. The failure to do so will dearly cost country in the long run.

Approach the judiciary for all the ills
Dear Editor,
The four pillars of Indian Democracy are: Legislature, Executive, Judiciary and Media/Press. In the context of Democracy in Arunachal Pradesh, Legislature, Executive and Media are in dismal conditions. Till the present time the opposition party, social organizations like Teacher’s union, Contractor’s union, Student union, NGO’s, Elite societies, Civil societies etc have been approaching Legislature, Executive and Media for solutions to their many problems which violate the fundamental rights provided by the Constitution of India, but unfortunately they haven’t delivered the expected solutions. So, the people of AP, including the opposition party, social organizations like Teacher’s union, Contractor’s union, Student union, NGO’s, Elite societies, Civil societies etc should learn how to approach the Judiciary for the solutions of their problems that are violating their fundamental rights.
Through this esteemed newspaper, I would like to share how political and social organizations and common man can use judiciary to achieve fast and effective solutions to multitude of their problems related to fundamental rights, which Legislature, Executive and Media have failed to solved till the present time. First off all, one should know that judiciary can almost never fail; it is the conscience of other pillars of democracy and its directives and orders transcends those of Legislature, Executive and Media. So the knowledge about the judiciary of a country is of paramount importance for every citizen and organization of that country. Presidents are impeached, sport stars, Hollywood and Bollywood stars are corrected and even imprisoned, Billionaires, bureaucrats and dictators are punished for their corrupt, antisocial and inhuman deeds, and all other aspects of society are meticulously taken care and addressed by the judiciary for the common good. I would like to share a very important and powerful provision of Indian constitution, which every citizen and organization can use to genuinely and speedily address their problem in which a citizen’s fundamental right is suppressed by the government or bureaucracy.
Article 32 of Indian constitution empowers the Supreme Court and other lower courts of India to enforce fundamental rights whenever they are violated by government or bureaucracy. Article 32 has four parts: (i) First, under Article32(i), an aggrieved person can move to the Supreme Court/ High Court for a legal remedy in case of an alleged infringement of his fundamental right. In AP, most of the problems are related to infringement of fundamental rights, so concerned person or organization can approach a court by filing a writ petition seeking the court to address their problems.
(ii) Secondly, in such case, the Supreme court provides remedies by protecting the fundamental rights with the help of the constitutional weapon of ‘writs’. So, when an aggrieved person eagerly moves to the court under Article 32, it becomes the binding duty of the court to protect the rights of people by issuing an appropriate writ for the restoration and maintenance of the rights unduly curtailed by any person or government or bureaucracy.
In most of problems faced by the people of AP, their fundamental rights have been violated by government or bureaucracy, so the court can provide definite and quick remedies in these cases. With writ of ‘quo warranto’ the Court can protect fundamental rights from being violated by a government or bureaucracy based upon favoritisms. For example, if a person is unduly promoted by superseding his seniors, the Court can, by this writ, nullify the order of such appointment for protecting the fight to equality as guaranteed by Article 14 and Article 16.
Problems in AP like non payment of salaries, stipends and bills, non regularization of jobs, non arrest of criminals, absence of tendering, non issuance of license, transfer or non transfer of officers, financial mismanagement by government and bureaucracy, nepotism practiced by government and bureaucracy and corruption of all kinds violate fundamental rights and time bound and sensible solutions can be provided by court if these problems are brought to court by persons, political and social organizations by means of writ petition.
Therefore, through writ petition an individual or an organization can force or compel the GoAP or any bureaucrat/officer to deliver time bound solutions to problems in our society. In fact, judiciary is the most efficient and corrupt free way to carry out proper democracy in our state. So, let us approach the judiciary to address our problems in concrete ways for the good of our state and avoid bandh calls, blame game and other dramas.

A Wake up call and insensitive use of social networking sites
Dear Editor,
The electrocution of four innocent women near Wak village in West Siang district
is one of the worst in the history of the district and is a sort of ‘wake up call’
for all and no doubt a big blot on the face of the power department. We hope that
the law would take its own course and justice would be meted out to the victims and
their families. The tragic incident has shown the flip side of how things can go
wrong due to negligence and carelessness and up to what extent it can cause damages
and lives be devastated, as we tend to get casual in everything we do and has imbibed
this ‘chalta hai’ attitude in our work culture. But the worst part is-
