MGNREGA employees to launch stir

ITANAGAR, May 26: The MGNREGA employees employed in the northeastern states would launch a stir from next month to regularise their jobs and attain uniformity in their salaries. This was decided in the North East MGNREGA Employees Association Convention held at Tripura yesterday.

 

Capital admin. carries out eviction drive

ITANAGAR, May 26: Capital Complex administration today carried out a drive to evict unauthorised vendors that were creating public nuisance within Capital Complex.

The eviction drive was carried out in and around Gandhi Market, C-Sector, outside Akashdeep market, Clock Tower, Ganga Market and RK Mission area with help of CRPF and APP lady constables, according to an official release.

The items/goods of those evicted vendors were seized while few unauthorised structures were dismantled.

 

ANSU writes to MoS

ITANAGAR, May 26: The All Nyishi Students Union (ANSU) has written to the Minister of State for Home Affairs, GoI demanding withdrawal of the input submitted against ZPM Tarasso Nabam Eka.

‘… that the members of CPI-ML leaders and supporters of forest officials have given the name of the ZPM alleging him of planning to unite ex cadres of National Liberation Council of Taniland (NLCT) or other UG elements to execute their mission at Tarasso area and also to attack CPI-ML leaders and supporters of Assam Forest officials if they enter into Taraso area,’ ANSU claimed in its letter.

In such situation, due to false and fabricated inputs, his personal life and liberty as well as freedom of movement has been curtailed which is against the Indian Constitution, it said claiming that the report is one sided.

 

Villagers ready to donate land for paramilitary HQs

ITANAGAR, May 26: The Mishmi Welfare Society (MWS) has sought establishment of Para Military Headquarters at Tilangkyong village under Wakro administrative circle of Lohit district claiming that the local police are incompetent of tackling the various criminal activities happening in the area.

Further claiming that the forest area in the periphery of the village are infested with underground elements, it informed that the people of Tilangkyong village want to donate the requisite land for establishment of the para military headquarters to make the area free from UGs presence.

 

Students speaks up against school encroachment

ITANAGAR, May 26: Adi Students’ Union (AdiSU) has complained that the some people are illegally occupying and erecting temporary and permanent structure by encroaching land meant for schools in East Siang District.

They cited the example of Govt. Middle School, Paglek where the entire play ground is under occupation of illegal encroachers, hampering the future expansion of the school. It requested the authorities to take up the subject seriously and launch the eviction process against the illegal encroachers before commencement of the school session which starts on 10th June, 2015.

 

Society opposed to firing range

ITANAGAR, May 26: The Darw Dolu Welfare Society is opposed to the Army firing range and Indian Air Force firing range at Kome Loo, Meku and Liroko areas in West Siang district. It wrote a letter to the chief secretary in this regard.

The society claimed that the agreement for land acquisition of the firing range was done in secrecy without the knowledge of the villagers area is under the domain of Darw village and said that the villagers collect charges from people using the area land for collecting forest produces, boulders and gravels.

Fund misappropriation alleged

ITANAGAR, May 26: The All Arunachal Commerce Student's Association (AACSA) has lodged a complaint against the Finance & Account Officer and his subordinate staffs of Art & Culture department for alleged fund misappropriations under different schemes and violation of Govt guidelines.

In a complaint letter to the Chief Secretary, the AASCA alleged that the FAO of the Art and Culture department instead of depositing the funds, meant for celebration of various local festivals, to the respective accounts of DRCs and DCs, issued the same to "any individual" who claimed it.

The association claimed that a draft amount of Rs 11 lakhs, Rs 4 lakhs, and Rs 83000, supposed to be deposited to the accounts of DC Tezu, Kurung Kumey and DRC Guwahati respectively was "misplaced" by FAO because he handed the drafts to some individuals.

The Association further alleged that an amount of Rs 20 lakhs was "completely misused" which was meant for celebration of Bhakti Festival, and though the celebration took place but none of the participants were given their allowance till date whereas the account for the same is "nil".

It gave 25 days time to the authority concerned to take action against the wrong doers and demanded termination of officers involved in the financial misappropriation. It further threatened to take the path of agitation if their demand was not addressed.

 

GSU appeals to CM to help lifter Kojum

ITANAGAR, May 26: Galo Students Union (GSU) has appealed to the Chief Minister to extend financial assistance to state’s promising weightlifter Kojum Taba, who is leaving for Poland on June 3 to participate in the World Junior Weightlifting Championship.

Kojum was recently selected by Indian Weightlifting Federation to represent country at the world championship to be held from June 4 to 14 next.

But the weightlifter from Regi village in West Siang district, like many other sportspersons in the state, has been facing problems while undergoing training and representing the nation and the state at various national level and international tournaments due to his poor economic background, said GSU in its representation to the Chief Minister.

The budding weightlifter is facing mental stress and agony due to lack of support from the Govt. of Arunachal Pradesh which will prove to be a deterrent in the growth of sports in the state,” said the letter to the CM and appealed him to encourage Kojum by providing some financial assistance enabling him to participate in the world championship so that he can bring win more glory for the state and the country as well.

One of the country’s best medal prospects for 2016 Olympics, Kojum has many a medals to his credit. He clinched a Gold and Silver medal at Senior National Weightlifting Championship held in Rajasthan this year. He broke his own national record at Guwahati in 2014 by lifting 169kgs. At International level, he won gold medal in Commonwealth Youth Championship held in Apia Samoa in 2012, a Silver and Bronze medals at Junior Asian Weightlifting Championship held in Thailand in 2014. He was ranked 7th at Junior World Weightlifting Championship, Russia in 2014.

At national and regional competitions, Kojum won gold medals in NE Games held in Manipur and Arunachal Pradesh in 2013 and 2014 respectively.

 

Sir Career Fair -2015 on May 28 and 29

ITANAGAR, May 26: The two days Sir Career Fair -2015 will be held at Siddhartha Hall here on May 28 and 29 next.

The career fair being organized by M N Mishra, a retired  Govt teacher, is expected to be participated by most reputed, competent and approved institutes from different parts of India.

The organizations also claimed that people of India are still waiting for “Ache Din” to come, however, ever since BJP Govt. led by Modi came to power at the Centre, there is an alarming rise of communal hatred and religious discrimination all over the country. They also called for special packages to landlocked states like Arunachal to fasten the developmental process.

 

NHPC plans to raise up to Rs 3,975 cr from domestic market

New Delhi, May 26: State-owned NHPC is planning to raise up to Rs 3,975 crore from the domestic market through loans and tax-free bonds.

In a BSE filing, NHPC said: "The Board may consider an agenda item to raise the debt up to Rs 3,975 crore for the year 2015-16 and 2016-17 up to AGM through term loans/ corporate bonds/tax free bond on secured/unsecured basis from domestic market in suitable tranches."

NHPC's Board meeting is scheduled for May 29, 2015.

Last week, NHPC said it received environmental clearance for its Dibang multipurpose hydropower-cum-flood moderation project, worth over Rs 25,000 crore, in Arunachal Pradesh.

Dibang Multipurpose Project is a hydropower-cum-flood moderation scheme proposed on Dibang River in Lower Dibang Valley District of Arunachal Pradesh.

All North Eastern and Eastern states would be beneficiaries of this project. It is expected to generate 11,330 (million units) MUs (in a 90 per cent dependable year).

Shares of NHPC today closed flat at Rs 19.20 apiece on the BSE.

ITANAGAR, May 26: The Tamin Elite Society has demanded black listing of M/S Kaushal Sharma Enterprises, M/S Amarjyoti Buruah Enterprises from the contractor/firm registered list and immediate termination of Yaakum Loyi from his services for breach of official secrecy. TES was referring to the recent SE assault case of Rupa.

Student unions adopt non-cooperation resolution

ITANAGAR, May 26: Expressing their dissatisfaction over the recent Tibetan refugee issue of AAPSU, All West Kameng Students' Union (AWKSU) and All Tawang Students' Union (ATSU) in a joint press release informed of adopting a non-cooperation resolution to the core-committee on refugee issue.

Both the students union claimed that all the relevant documents, including the list of all the 90 families of Shyo village, Tawang and the list of all the Tibetans residing in Tenzingaon refugee camps were already made available to the AAPSU office, but there was no response till date.

Launching of the refugee issue without having any proper consultation with AWKSU and ATSU and without knowing any fact and originality of any Tibetan individual makes no sense at all, the release said.

AWKSU and ATSU being federal body of AAPSU have always been serving AAPSU in every issue but the attitude of core-committee of refugee issue is non-acceptable, the release said, adding that both the unions would go with this issue after having proper dialogue with the core–committee.

 

‘Allegation baseless, unfounded’

ITANAGAR, May 26: Allegation of misappropriation of fund for helipad construction leveled against assistant engineer, Khoduka PWD sub-division by All Mosu Welfare Society (AMWS) has no iota of truth. It is misleading, baseless and unfounded, said Executive Engineer, Nacho PWD in a statement today.

Reacting to a news item published in this daily on May 24 (Fund misappropriation alleged) the EE clarified that  the  work for the helipad construction was awarded to a contractor through tender process Vide No ND/SPA/W-7/2014-2015, dated January 7, 2015. Accordingly the contractor carried out the work and payment was made. Moreover, as per the agreement, it was made clear that if there is any shortcomings in the quality of work, the contractor will have to complete the work as performance guarantee and security deposit is yet to be released, the  EE further said. The so called Society is trying to malign the heard earned reputation of the AE, the statement  added.   

 

Protest against ongoing election process

ITANAGAR, May 26: The All Arunachal Pradesh Abotani Nibu Priest Welfare Association (AAPANWA) has written to the Chief Secretary strongly protesting against election notification issued on 21st May in some section of local dailies. They alleged that election is being held without finalising the priest enrollment. They also added that the earlier enrolment were completely bogus as 80 percent of enrolled people are not priests, whereas bye-law of AAPANWA mentions that the primary member of association shall be purely a shaman (priest).

GSU condemns assault on magistrate

ITANAGAR, May 26: Galo Students' Union vehemently condemned the physical assault on on-duty Town Magistrate Liyi Bagra by a group of IRBn jawans near the Town Club, Aalo.  The incident occurred when the IRBn jawans got involved in altercation with Bagra in the late night when he was on night patrolling along with security personnel. The IRBn jawans were reportedly drunk.

When administrative officers are not secured, how will a common man feel secure in this state, opined GSU.

GSU demanded disciplinary action against those erring jawans. The GSU also demanded to reign over unruly and unbecoming IRBn jawans and give them some lessons/training on human rights before posting in fields.

 

YOMA calls for early functioning of NITI Aayog

ITANAGAR, May 26: The Youth Organization Movement of Arunachal Pradesh (YOMA) has demanded for immediate functioning of the NITI Aayog for early release of various funds in the state to redress the ongoing financial crisis. Arunachal is not a self reliant state in financial matter but has to depend on the Central government to run the affairs, it maintained. Meanwhile, the association also appealed to the various organizations of the state to pressurize the central government through the elected representatives for early functioning of the NITI Aayog.

 

Balek FC lifts 6th Gora Pertin Lutor Memorial Football trophy

ROING, May 26: Balek Football Club defeated L Company with 7-1 goals in the final match of the 6th Gora Pertin Lutor Memorial Football Tournament played at Jia village here today. The Balek FC walked away with the trophy and cash award of Rs 50,000. The runner’s up team was also awarded with Rs 30,000 along with a trophy. Altogether eleven teams participated in the tournament which  was  organized by the Adi Cultural and Literary Society (ACLS) in collaboration with Jia Banggo.

Tokhey Miso of Balek FC who scored 5 goals in the final match was declared as the player of the tournament. Ahung Mene of Dangking XI was declared best goalkeeper while Tatni Pertin of L Company won the Best Scorer title with total number of 7 goals in his credit in the tournament.

Prizes were distributed to the winner and runner’s up by  SE WRD Getom Borang and Roing DSO Roing Raju Mipi as chief guest and guest of honour respectively. The  final match was witnessed by huge number of spectators.

 

10th SES foundation day

BOMDILA, MAY 26: While addressing the celebration to mark the 10th Foundation day Sajolang Elite Society (SES) on 25th May at Nafra, Pema Khandu, Minister Tourism, UD and Housing and Art and Culture assured to place the long felt demand for creation of separate Bichum District to the state govt and requested the local MLAs from Hrusso and Sajolang communities to work together to realize it.

Responding to a memorandum for the welfare of the community which was submitted by Er. Aju Khonjuju, President SES, Pema assured to place the demands before the cabinet and directed DC West Kameng to move the matter at the earliest.

On employment opportunities, Khandu assured to take necessary steps for job reservation for Sajolang community. In this regard he directed the DC, West Kameng District to revive the MOU signed between NEEPCO and local affected people. According to the MOU, the technically eligible qualified youth should be absorbed in the ongoing project. 100 percent reservation of the posts for group C and D should be made for the affected local people.

Among others, the Minister assured to post Senior Teachers at the beginning of academic session to Govt. Hr. Secondary School Nafra which is running without a single Senior Teacher since its upgradation.

The Minister also assured to felicitate the International Weight Lifter Jimjang Deru.

Mama Natung, Parliamentary Secretary Tourism, assured to place the proposal for reservation for the five constituencies separately in East Kameng. Denouncing the ugly tradition of demanding fines during minor or major road accidents, he appealed Arunachal Indigenous Tribal Forum (AITF) to work towards eradicating such practices.

Aalo police arrests 7 IRBn jawans for assaulting town magistrate

ITANAGAR, May 26: The Aalo police have arrested seven IRBn jawans for assaulting Liyi Bagra, EAC cum Town Magistrate, Aalo. Magistrate and his police team were beaten up yesterday night while on duty. Talking to this daily, SP West Siang Mari Riba informed that all the assaulters are currently under police custody and tomorrow they will be produced before magistrate for further police remind. A case has been lodged at Aalo PS (Case no. - 68/15 U/S 186/341/326/353/427 /34 IPC read with section 3 PDPP Act) against the assaulters.  

Arrested jawans are constable (Ct.) Aman Longling, Ct. Roshan Kumar, Ct. John Tawe, Ct. Techi Takar, Ct. Talok Gopak, Ct. Joram Bokum and Head Constable Rijum Eshi all from C Company (5th IRBn) based at Pasighat. At present they are on requisition duty at Aalo. “The incident took place when Town magistrate Liyi Bagra along with five IRBn jawans of Aalo PS was carrying out night patrolling duty. Around 9.30 PM at Aalo Club, the team found a shop opened way beyond the stipulated time. Two IRBn boys namely (Ct.) Aman Longling and Ct. John Tawe were drinking wine. Town magistrate Bagra ordered for the closure of shop. The boys got agitated with this move and started challenging the team,” said SP West Siang. Further he continued that, “They called up their colleagues and soon all the members of C Company (5th IRBn) to which they belonged joined them. They not only assaulted the Town Magistrate, they also severely beat up the 5 jawans who were accompanying him. The victim jawans are also from 5th IRBn and is part of B Company currently based at Aalo. Of them, Ct. CS Khen and Ct. KM Megeji received serious injury”. The erring jawans also destroyed the vehicle of the Town Magistrate.

 

 

APCSOA demands termination of erring jawans, threatens protest

ITANAGAR, May 26: The Arunachal Pradesh Civil Service Officer’s Association (APCSOA) has threatened phase-wise democratic protests starting with a pen-down strike on 1st June 2015 as mark of protest over the gruesome incident till appropriate and fair justice was given.

The APCSOA members submitted its anguish and representation to the Chief Secretary cum Principal Secretary Home Dharmendra Sharma, to which assurance to take swift action against the derelict-ling/erring IRBn was responded.

APCSOA has demanded immediate termination of all the erring IRBn personnel involved in the Aalo incident, swift investigation and trial of the case, immediate furnishing of the Action Taken Report (ATR) on all previous cases of murder and criminal assaults upon APCS officers on duty within 15 days.

The officers association said that various activities of violence involving the IRBN speaks of lack of proper training, indiscipline, disrespect and stubbornness to subordination, and gross violation of human rights.

The brutal murder of CO Changlang, grievous assaults upon PD Seppa, CO Seppa, and CO Sarli are some of the past incidents of inhuman atrocity upon APCS Officers in the line of duty, wherein, fair and conclusive justice is still awaited, the officers said.

 

 

Massive anomalies in SSC Recruitment Drive, candidates demand re-conduct of rally

DIRANG, May 26: The Service Selection Commission’s (SSC) Physical Endurance Test (PET) examinations held yesterday at Senki View in Itanagar and Dirang in West Kameng District has come under severe criticism for lack of professionalism in conduct of the test and candidates have appealed to the Union Minister of State for Home Affairs Kiren Rijiju to order a re-conduct of the same.

The recruitment drive was advertised by Ministry of Home Affairs, New Delhi in February. The three-stage examination comprised the physical endurance test, written test and finally the medical examination. It specially targeted class-X passed out candidates from all over India to be recruited as constables in Central Armed Police Forces including the CRPF, NIA, Assam Rifles and other para-military forces. A significant portion of the posts were reserved for the scheduled tribe candidates of Northeast.

However, to utter dismay of the enthusiastic young children mostly school dropouts both boys and girls coming from poor tribal families from various remote parts of the state, the drive was flawed with numerous anomalies and not conducted in a fair and just manner which forced out majority of the candidates in the first stage itself.

Of the aspiring 70 girl candidates at Dirang, only 15 were selected and rest rejected in running race. Same was the situation at Itanagar with only 19 girls selected. ‘There are 270 vacancies for boys and 207 for girls at Dirang centre but the interview was conducted in a very unfair manner and designed to eliminate us so that we may be forced to pay up money or the same vacancies be sold in other states which we heard from some of the officials involved in the rally’, said a girl candidate from West Siang. Another aggrieved candidate from Ziro said, “We had come here from such a far off place with high hopes spending so much money, time and energy but all our hopes have been dashed and it looks like the interview is just an eye-wash to select only a token tribal candidates for the records and sell the vacancies elsewhere citing lack of candidates or their unfitness’. Even a local Monpa lady watching the rally felt that these poor and hapeless girls ought to have been given an opportunity. “This is just the first stage of the interview and so they should have been given an opportunity to try their luck at the next stage or a retake of the run as there was no sufficient candidate at the designated centre”.

The drive was flawed, hollow and a farce from the very beginning. Candidates were asked to report at 6 am in the morning. Scrutiny of documents started at 7 am followed by height measurement. After that, these 70 girls were taken from one place to another god knows for numerous ‘briefings’. Without anything to eat or drink, even attending the nature’s call was rebuked by the officials. When it was 2 pm and these poor girls were discussing among themselves to eat something, they were asked to take the run. Totally hungry, drained out and dehydrated, these girls were made to run 1600 metres in 8.30 minutes in the scorching heat and in an open, dilapidated and under-construction road at the outskirts of Dirang town. It is difficult for a group of 4-5 people to walk together in this narrow road but 30-40 girls were made to run together here like animals without any proper briefings.

As presumed, only 11 out of the 70 girls could somehow cross the finishing line on time. At the end, the girls pleaded for another re-take of the run in the morning session after eating something which was denied by the officials. Out of dejection, frustration and anger at the unfair conduct of the event, these bewildered girls refused to put in their signatures as ‘rejected candidates’ and left the venue with tears in their eyes.

Now the ball is at the court of our own youthful leader Kiren Rijiju, who is also the Union Minister of State for Home Affairs which is the department responsible for conducting this drive to recruit tribal candidates from the Northeast to provide them employments and to bring more assimilation with the mainstream.    

It was also informed by to the Union Minister that many candidates who had applied for various posts did not receive their Admit Cards due to typographical error/wrong entry by the concern staff at SSC office which has deprived them from appearing the examination.

 

 

BJP move Anti Arunachal, Anti People and Anti Development, says Govt

ITANAGAR, May 26: While taking “serious exception to the unsubstantiated allegations” levelled by the 11 BJP MLAs led by Leader of Opposition Tamiyo Taga on misuse and misappropriation of centrally sponsored development fund under NLCPR and NEC under ministry of DONER, the state govt has termed the move as Anti Arunachal, Anti People and Anti Development.

BJP legislators will be solely responsible if the people and development of Arunachal Pradesh suffer on account of such baseless and unsubstantiated allegations architectured to discredit the brand Arunachal to gain petty political mileage.

The unsubstantiated allegations that the entire funds under NLCPR and NEC were embezzled by the BJP legislators without giving any project specific instances to support their claim reveals the ill intention to deprive the State of the much needed development fund and will also demoralise the hard working bureaucrats and technocrats, said govt spokesperson Bamang Felix.

The Government will not hesitate to institute SIC/SIT enquiry on any specific projects where allegations are found to be true and if anybody or any agency found guilty will be taken to task. But the Govt shall not entertain any roving or fishing nature of allegations, the statement added.

The Ministry of DONER sends monitoring teams to inspect projects under NLCPR and NEC from time to time and on their satisfaction funds are released. The State Govt has not only always welcomed such inspections but also provides logistic support to such visiting officials. It is reiterated that the Govt will welcome such inspections in future as well and encourages transparency in the larger interest of development in the State, the government spokesperson added.

 

 

APCC lambasts BJP MLAs for running to Centre

ITANAGAR, May 26: Arunachal Pradesh Congress Committee (APCC) has questioned the logic behind the complaint lodged by the BJP MLAs from Arunachal Pradesh that Rs 900 crore has been mismanaged or siphoned off by the state government.

“It is an established fact and practise that every scheme sanctioned under NLCPR and NEC is monitored, cross checked by a third party monitoring team over and above the officials of DoNER and NEC. Under such circumstances, how can huge government fund be simply siphoned off without doing any work, the APCC said in a press statement.  

The BJP MLAs are speaking the same language as the PM Modi had spoken in foreign soil; that a year back many Indians felt that it was a curse to be born in India. The BJP MLAs are downgrading their own people in Delhi, just to get few favours from Union Ministers, the APCC said.

The BJP MLAs and state BJP leaders should question their bosses in Delhi why Arunachal should not continue to be a special category state, the party further said.  

The party further wanted to know why the PMGSY fund flow to state should not be equivalent to the amount sanctioned and why centre government has not yet released fund from the NITI Aayog.

The party said that whoever comes to power, the financial status will continue to be same.

The right time to leave behind our political affiliations and stand united before the NITI Aayog and request Prime Minister Modi to be extra generous in funding for a strategic border state like Arunachal Pradesh.

 

 

NDA govt trying to bring back economy on track’

Itanagar, May 26: Union Minister of State for Home Affairs Kiren Rijiju today enlisted the work done by the BJP-led NDA government at the Centre during its one-year rule, ranging from efforts to bring back the economy on track to initiatives for the poor.

"The NDA government was working to bring back the degrading economy to the track and root out corruption," he said, while addressing party workers at the one-year celebration of the NDA government here today.

While lauding the people of the state for providing him the opportunity to serve them, he said that his priority was not only to bring development in the land-locked state but also to initiate measures to preserve its identity.

"The lost glory of this sensitive border state needs to be revived and my priority is on development and creating a unique identity of the state in mainland India," he said.

Stating that after being inducted as the union minister, he tried to convince several ministries and as a result, developmental packages have been provided to the state as well as to the entire North East region.

"Implementation of central schemes will not be successful if the state government is not serious and committed," he said.

On security of NE people in various parts of the country, he claimed that he had implemented the Bezbarooah Committee report and accordingly opened helplines in all metros besides constituting groups comprising students from the region to help students in distress.

"Steps have been taken to incorporate chapters of north east in the syllabus of school textbooks across the country.

Recommendation has been made to CBSE and UGC to work in this direction and the process has already started," he said.

"The Union cabinet recently approved creation of two new battalion of NDRF in addition to the existing 10 in the country. The two battalions comprising 1,200 personnel each, will have their headquarters in Arunachal Pradesh and Varanasi respectively," Rijiju said.

The Union Minister said he had asked Chief Minister Nabam Tuki to provide land for establishment of the battalion to help the disaster-prone state.

To recruit youths from north east in central forces, the home ministry had already relaxed certain criteria including height and chest of the candidates, he said.

"My ministry also proposed to recruit ten males and females each from every NE state except Assam annually in Delhi Police as a long-term policy.

"In case of Assam, the number of male and female candidates will be 20 each," he said adding, a frontier headquarter of SSB had been approved at Tezpur in Assam while, the IGP (CISF) had already been shifted to Guwahati from Kolkata to look after the NE states.

"In order to woo foreign tourists to Arunachal, the Home Ministry has relaxed Protected Area Permit (PAP) norms in some selected tourist circuits in the state and tourists can visit any time with permission from the local authorities," he said adding, 37 extra border out posts (BOPs) have been sanctioned for the state.

Referring to various infrastructure projects sanctioned by the Centre for Arunachal during one year, Rijiju said that Union Road Transport and Highways Minister Nitin Gadkari had recently laid the foundation of road projects worth Rs 6,000 crore in the state, besides giving approval for the industrial corridor road from Bhairab kund in Tawang to Ruksin in East Siang district.

"The union RD ministry has already relaxed the population criteria for Arunachal for implementation of the Prime Minister Gram Sadak Yojana (PMGSY) scheme, while an amount of Rs 3,000 crore has been allocated to the state under telecommunication sector," he said.

Rijiju said an amount of Rs 5,000 crore for Arunachal and Sikkim has been sanctioned for power transmission projects above 132 KV and survey for the project has already began.

In order to tap the sporting talents of the region, the Centre has already proposed to establish the North East Sports University at Imphal in Manipur, he said.

Moreover, to hone the talents of Arunachal Pradesh, the National Film and Television Institute had been approved for the state, works for which have already started.

"I want my people not to be dependent on others and accordingly opportunities have been provided," he added. PTI

 

 

Arunachal an integral part of India: Rijiju

Itanagar, May 26: Arunachal Pradesh is an integral part of the country and the government is committed to protecting its territorial integrity, Minister of State for Home Affairs Kiren Rijiju said here today.

"Our stand is clear and we are committed to protect the state's territorial integrity", Rijiju told reporters on sidelines of an event here.

"There is nothing new in the claims of China. We are committed to protecting our territorial integrity with all sincerity and effort. There is no change in our position", he said.

Rijiju said Prime Minister Narendra Modi had raised the issue of stapled Visa and border issue during his visit to that country.

"So now when I am with the people of my state, I must tell them not to worry about the situation because of statement from elsewhere. It will not change the reality on the ground", the minister said.

His reaction came after Chinese foreign ministry spokesperson Hua Chunying yesterday reaffirmed Beijing's claim on Arunachal which they treat as a part of "Southern Tibet".

"The Chinese government does not recognise the Mc Mahon line which is illegal", Hua had said while reacting to national security advisor Ajit Doval's remarks at K F Rustamji lecture in New Delhi recently. PTI

 

 

AIMSU takes the lead, urges shopkeepers to maintain cleanliness

ROING, May 26: With all hopes of keeping the market area clean by the administration diminished, the All Idu Mishmi Students Union (AIMSU) has taken matters into their own hands and held a meeting with the shopkeepers regarding maintenance of cleanliness around the market area at the Rehko Hall here today.

All the shopkeepers have been directed to maintain a dustbin in front of their respective shop for proper disposal of garbage. "Each time we witness certain NGOs conducting cleanliness drives which is futile exercise without cooperation from the shopkeepers, that is why we decided that instead of conducting another cleanliness drive we should ask every shopkeeper to clean their own mess",  said AIMSU General Secretary Eha Mili.

The Union informed that fine will be imposed if any shopkeeper fails to maintain cleanliness. Moreover, anybody found throwing anything into the drain will also be imposed penalty.

Attending the meeting, Bazaar Committee Chairman, Rajkumar Linggi appreciated the decision of the AIMSU and called upon the shopkeepers to maintain cleanliness.

The AIMSU also requested the shopkeepers to report any kind of extortion in the name of AIMSU by any person.

 

 

MLA reviews project implementation in Kurung Kumey

KOLORIANG, May 26: Koloriang MLA Pani Taram has urged the officers of various departments to prepare a proper road map for development of Kurung Kumey district while preparing the plan under the 14th Finance Commission for the period 2015-20 and District Vision Documents 2030.

Addressing the review of the ongoing projects cum consultation meeting on the preparation of the 14th Finance Commission award and district vision document,  the MLA also appealed to all the executing agencies to ensure quality of work, judicious utilization of fund and timely completion of projects.

While reviewing the progress of the water supply projects being implemented in the district, he exhorted the PHE & WS department to accelerate work progress and take necessary steps for water supply at ADC Patuk and water tanker for the district headquarter.

There is no electricity in most of the villages under Damin and Sarli circles,  the MLA said while pointing out many ongoing power projects under hydro power, power and APEDA. He questioned why the Ruba RGGVY projects was dropped and asked the department concerned to speed up the project work for supply of electricity in the villages.

Officers from various departments highlighted the on-going schemes and problems being faced while implementing the schemes. However, they assured that the schemes will be completed on time. The officers also informed about the annual action plan for the district and sought suggestions from the house for inclusion of need based schemes.

The meeting also discussed various development issues including immediate revival of chopper services from Itanagar to Koloriang. Among others, ADC Koloriang Deepak Kumar Shinde, DySP in-charge John Pada and PRI leaders attended the meeting. DIPRO

 

 

Army complaints about civilian movement

Civil Administration meet with Military and Para-military establishments

TEZU, May 26: The Army authorities based in Lohit have said that many civilian cross into their cantonment/ Brigade with fire arms and daos which create unnecessary disturbances.

The Army gave this information during a meeting with Civil Administration in a meeting held here today which was chaired by Deputy Commissioner Dr. B.M.Mishra.

The DC asked the Army to document all such entries and provide details to chalk out better mechanisms to prevent civilians to carry unlicensed arms while crossing into military camps.

The DC also requested the Army to communicate Standard Operating Procedure with regards to field firing exercise to prevent civilian casualties. It was also recommended by the DC that the Army convene a communication meeting with the concerned Gaon Burah of that particular area/ forest before field firing exercise for public safety and to prevent villagers from going to that particular area.

GREF was asked to expedite their Digaru-Tezu-Demwe road without any external fear. The DC asked the GREF not to succumb to any terror and said that the law and administration will always protect them.  

Representatives from Army, ITBP, GREF and SB were present during the coordination meeting. Land, Forest, Judicial and Police departments represented the civil administration.

The Deputy Commissioner said that joint meetings with the Army and other military and paramilitary authorities will be held regularly so that issues are addressed at the earliest. DIPRO

 

 

JAC seeks Rijiju’s intervention to save Arunachal from deep financial crisis

ITANAGAR, May 26: Joint Action Committee (JAC), which is spearheading the movement against the alleged financial mis-management by the state government leading to financial breakdown, sought Union Minister of State for Home Affairs Kiren Rijiju’s intervention in bringing back financial normalcy in the state.

A conglomeration of associations, unions and civil societies spearheaded by JAC were compelled to launch democratic movement against the state government as it failed to release salary of employees, pension, students’ stipend, contractors’ bill etc. due to financial breakdown. Further, all developmental activities have come to a complete halt due to financial mismanagement which needs to be investigated immediately, said JAC in its memorandum to the Union Minister.

While informing about the charter of demands, including resignation of the Chief Minister, imposition of President’s Rule in the state and a CBI inquiry into the whole gamut of financial mismanagement, JAC urged Rijiju to use his influence to save the state from deep financial crisis.

It also urged Rijiju to ensure that the common people of the state must not suffer due to any ego clash or conflict between the Centre and state government.

 

 

Civic sense and awareness key to minimize waste: DC

ZIRO, May 26: A one day workshop on Municipal Solid Waste Management and handling was organised by State Pollution Control Board, Naharlagun today at Ziro.

Chairing the meeting Deputy Commissioner, Kanki Darang expressed hope that the workshop brings out desired results for effective waste disposal. Awareness and civic sense are the two basic requirements for cleanliness, he said and requested NGO members and the Bazaar Committee members present to be proactive and generate awareness amongst the common mass. He also noted that the biomedical waste is the most dangerous one and requested the medical representatives for effective and scientific disposal.

Arunachal Pradesh State Pollution Control Board, Member Secretary Nyilang Tam dealt in detail about the Acts and Provisions under the State Pollution Board. He also requested for timely submission of reports from the Urban Development department for onward submission to the National Pollution Control Board.

Er Ranjeev Kimsing, AE, APSPCB in his deliberation pointed out the authorities and their responsibilities for effective waste management.

Nich Meji, Scientist- B, SPCB spoke on length about biomedical waste. He clarified questionnaires on how to obtain authorisation for biomedical waste disposal.

Jumli Kato, Scientist- B, SPCB said that reduce, recycle and reuse is the optimal way to waste minimisation. He pointed an example where students from Donyi Polo School for hearing impaired recycled the used papers as envelops which are sold at Archie’s Gallery and encouraged such practices.

In an interactive session that followed later, Deputy Director DUDA, Daporijo, Hali Welley stressed on the need to generate awareness on regular basis from every street in the neighbourhood. Representatives from NGOs and Bazaar Welfare Committee, Hapoli also voiced the same concern.

Vision Document 2030

BOMDILA, May 26: A two days consultative meeting in connection with Vision Document 2030 as well as Five Years Perspective Plan 2015-20 was held at D.C’s conference hall, Bomdila.

An intensive plan envisaged by all the deparments was discussed in details wherein it was realised that a schematic approach is needed only for a short term but long time plan. It was felt that primary sector should be encouraged which directly cater to the poor. And it was suggested that planting materials, fencing materials, community greenhouse and replacing use of chemical fertilisers by encouraging organic farming. Further it was stressed that vermin-composting should be adopted to introduce organic farming. To encourage farmers to buy planting materials it was suggested to sell them at subsidised rates.

Department of Education envisioned to upgrade schools, develop infrastructure, boundarywalls, increaseenrolment, creation of posts of Chowkidar at every middle schools. A need to strengthen the monitoring mechanism to improve education system was discussed.

Health Department highlighted upgradation of sub-centres to PHCs, fictionalisation of Sub-Centres, providing of ambulances, making delivery points, immunisation, reduction of IMR and increase life expectancy and to improve health indicators.  

Since West Kameng has tourist potentials, tourist projects like setting up of tourist lodges, wayside amenities, cafeteria, resorts, tourism reception centres and encourage hospitality sector by skill development of unemployed youth to handle tourists by engaging tour operators were discussed.

SP, Bomdila highlighted his project plan which outlined need for posts of separate SDPO at Bhalukpong and Balemu, creation of new PS, tourist help desk at Bhalukpong, establishment of booths along tourist circuits, creation of fire tenders, highway patrolling, creation of women police station, creation of district jail and installation of CCTV at tourist points along with other activities for the vision plan.

The meeting was attended by Deputy Speaker T N Thongdok, Parliamentary Secretaries, Hydro Power Phurpa Tsering, Kumsi Sidisow, MLA Japu Deru, ZPC, West Kameng Chewang Lamu, Deputy Commissioner A.K.Singh and other heads of departments took part in the discussion. (DIPRO)

Time for redemption

The large scale illegal migration of Bangladeshi people into North East region has been cause of concern for the whole region since last many decades. The alarming rate of migration is changing the demography of entire region. Especially in states like Assam and Tripura the indigenous people are being outnumbered by the migrant population. The continuous migration of Bangladeshi citizens into NE states need to be checked before it’s too late. The failure to do so will dearly cost country in the long run.

The successive union governments have failed to tackle this issue properly. Prime Minister Narendra Modi during election campaign had promised to take strong initiative to stop the illegal migration. However, his government did not take any visible action in this regard in the last one year. PM Modi who will undertake two-day state visit to Bangladesh from June 6 will have chance to redeem himself. The visit is expected to further strengthen the relationship between the two countries. Modi should raise the illegal migration issue with his Bangladesh counterpart Sheikh Hasina. Unless the forces guarding Indo-Bangla border jointly work together, the illegal migration cannot be stopped.

Approach the judiciary for all the ills

Dear Editor,

The four pillars of Indian Democracy are: Legislature, Executive, Judiciary and Media/Press. In the context of Democracy in Arunachal Pradesh, Legislature, Executive and Media are in dismal conditions. Till the present time the opposition party, social organizations like Teacher’s union, Contractor’s union, Student union, NGO’s, Elite societies, Civil societies etc have been approaching Legislature, Executive and Media for solutions to their many problems which violate the fundamental rights provided by the Constitution of India, but unfortunately they haven’t delivered the expected solutions. So, the people of AP, including the opposition party, social organizations like Teacher’s union, Contractor’s union, Student union, NGO’s, Elite societies, Civil societies etc should learn how to approach the Judiciary for the solutions of their problems that are violating their fundamental rights.

Through this esteemed newspaper, I would like to share how political and social organizations and common man can use judiciary to achieve fast and effective solutions to multitude of their problems related to fundamental rights, which Legislature, Executive and Media have failed to solved till the present time. First off all, one should know that judiciary can almost never fail; it is the conscience of other pillars of democracy and its directives and orders transcends those of Legislature, Executive and Media. So the knowledge about the judiciary of a country is of paramount importance for every citizen and organization of that country. Presidents are impeached, sport stars, Hollywood and Bollywood stars are corrected and even imprisoned, Billionaires, bureaucrats and dictators are punished for their corrupt, antisocial and inhuman deeds, and all other aspects of society are meticulously taken care and addressed by the judiciary for the common good. I would like to share a very important and powerful provision of Indian constitution, which every citizen and organization can use to genuinely and speedily address their problem in which a citizen’s fundamental right is suppressed by the government or bureaucracy.

Article 32 of Indian constitution empowers the Supreme Court and other lower courts of India to enforce fundamental rights whenever they are violated by government or bureaucracy. Article 32 has four parts: (i) First, under Article32(i), an aggrieved person can move to the Supreme Court/ High Court for a legal remedy in case of an alleged infringement of his fundamental right. In AP, most of the problems are related to infringement of fundamental rights, so concerned person or organization can approach a court by filing a writ petition seeking the court to address their problems.

(ii) Secondly, in such case, the Supreme court provides remedies by protecting the fundamental rights with the help of the constitutional weapon of ‘writs’. So, when an aggrieved person eagerly moves to the court under Article 32, it becomes the binding duty of the court to protect the rights of people by issuing an appropriate writ for the restoration and maintenance of the rights unduly curtailed by any person or government or bureaucracy.

In most of problems faced by the people of AP, their fundamental rights have been violated by government or bureaucracy, so the court can provide definite and quick remedies in these cases. With writ of ‘quo warranto’ the Court can protect fundamental rights from being violated by a government or bureaucracy based upon favoritisms. For example, if a person is unduly promoted by superseding his seniors, the Court can, by this writ, nullify the order of such appointment for protecting the fight to equality as guaranteed by Article 14 and Article 16.

Problems in AP like non payment of salaries, stipends and bills, non regularization of jobs, non arrest of criminals, absence of tendering, non issuance of license, transfer or non transfer of officers, financial mismanagement by government and bureaucracy, nepotism practiced by government and bureaucracy and corruption of all kinds violate fundamental rights and time bound and sensible solutions can be provided by court if these problems are brought to court by persons, political and social organizations by means of writ petition.

Therefore, through writ petition an individual or an organization can force or compel the GoAP or any bureaucrat/officer to deliver time bound solutions to problems in our society. In fact, judiciary is the most efficient and corrupt free way to carry out proper democracy in our state. So, let us approach the judiciary to address our problems in concrete ways for the good of our state and avoid bandh calls, blame game and other dramas.

A Wake up call and insensitive use of social networking sites

Dear Editor,

The electrocution of  four innocent women near Wak village in West Siang district is one of the worst in the history of the district and is a sort of ‘wake up call’ for all and no doubt a big blot on the face of the power department. We hope that the law would take its own course and justice would be meted out to the victims and their families. The tragic incident has shown the flip side of how things can go wrong due to negligence and carelessness and up to what extent it can cause damages and lives be devastated, as we tend to get casual in everything we do and has imbibed this ‘chalta hai’ attitude in our work culture. But the worst part is- a grave insult and humiliation has been done to the already aggrieved family and an act which tantamount to showing disrespect and utter insensitivity to the departed souls in the tragic incident, as their photographs, taken by someone just after the accident where victims are seen lying in the paddy field, has gone viral. Some  self proclaimed tech savvy persons, so enthusiastically but in such a nonsensical manner, have uploaded the photos of the victims lying in the paddy field in their most pitiable conditions in the social networking site- Facebook and is getting continuously sent to every nook and corner through Whats up!!  We simply ask- Is this something to be uploaded in the facebook? What was the need and what was the urgency??  Was he expecting maximum numbers of ‘likes’ as is the craze these days amongst the Facebook users. The departed souls should have been at least shown this much little respect not to allow their privacy invaded in such an insensitive manner. The least we could do was to show some respect to their last struggling efforts to save themselves. In all probability, their lives got cut short in just a fraction of seconds and they died on the spot while transplanting the paddy seedlings. The death came so sudden due to the high voltage electric shock from the leaking poles and they were caught totally unawares. They were not ‘posing’ for the pictures for God’s sake. What did the person who uploaded it wanted to prove?  That he is the first one to get the ‘breaking news’?  At the cost of the emotions and trying times of the ill fated family?  It is observed that these days in the rat race for cheap and quick publicity people are forgetting all basic rules of what to do when ? Why so enthusiastic to take pictures of those who are already dead, that too so tragically and unfortunately? Nobody deserves to die like this. What good have we done by circulating the pictures to all, people totally unrelated, who might have just delved into it sitting at their own comfort and drawing sadistic pleasure out of it? Has it in any ways brought any relief to the family? Rather they would be more pained and hurt by seeing their loved ones being meted out such a treatment even after their deaths!! Was the family’s permission sought while uploading the photos?  The pictures if taken by the authorities like police or administration for inquiry/probe purpose etc should make sure that it doesn’t circulate any further, the way it has. If the need be, the persons involved may be booked under appropriate sections of the Cyber Laws. The least we can do now is, to pray for the ill-fated families and please don’t circulate it any further, please don’t inflict more injuries to the already wounded. Probably you would be pardoned for your innocence by the God above us. Science has given us advancement in the form of technology but let’s make a sensible use of it. As they say- science is a boon and a bane. It depends on the person whether he/she makes a boon out of it or bane.
